Does anyone have any ideas how I could dye or paint an outdoor carpet?

Depends on what the carpet is made of. If it's fabric then you want fabric dye. I'd use a spray bottle to totally soak it, trying to get the coverage as even as possible. Then use a garden hose to rinse it. However I can't see getting the most even coverage with this method. Depending on the size of the carpet, maybe it could be loosely rolled up and soaked in a bucket of the dye, or folded to fit in a plastic kids pool. That might work but again I don't see even coverage resulting.

If it's a man made material like a plastic/vinyl check with your local automotive paint supply store. They sell a paint that is used for dying the carpeting found in cars. It comes in spray cans in a select variety of colors (might be more colors available now, it;s been over 5 years since I worked in a body shop). It's a little more work since after you have sprayed it, you need to take a really stiff brush and brush the entire surface to loosen the pile up again. Then you have to do a second coat to get the areas that didn't cover the first time, and then brush again. I have done this in a few cars and if you are patient and put some elbow grease into the brushing you would never know the carpet had been dyed.
