I would pressure wash the stairs first. If the paint is chipping this should assist with removing more so you don't have to sand as much. If you don't have a pressure washer or can't borrow one from someone check at Lowe's or Home Depot to rent one. Believe me, it will save a lot of time and money buying sand paper.


Make sure you use a good outdoor primer before you paint. The primer is the key not so much the paint as long as you choose a exterior paint.Whats the best way to remove chipped paint from a wooden outdoor stairway?
You can use stripper then scrap the access its according if you want to go back to bare wood or not the work that will be involved. when finished with getting the paint chips down and sanded, try kilz paint as primer, then paint with exterior paint

Hand scrapper. What doesn't come off with you applying a ton of force per square inch)to that edge because that is what shoulder/upper body weight adds up to on a thin sharp edge (obviously the paint is stuck pretty good) Any reason why THAT should come off- the weight of snow being a few ounzes@ a foot deep.


All paint will chip as it dries out. Porch and floor enamel(oil based) is your best bet as has a harder surface than latex so it will take alot more walking to ';wear thru';
The old fashion way with a paint scraper. You now can purchase an electric one to make it easier.
first step,scrape it,paint remover if needed,sand it all down,apply your new paint(normal gloss is fine) then comes the clever bit,to make your paint job keep its looks and avoid chips buy some clear boat varnish(designed to protect boat hulls) and apply all over ,not only looks good but will seal in the look longer then normal varnish and is harder wearing and is more chip resistant
Not sure if you can get them there, but in Australia you can buy a heat gun.


Easy to use, and do an excelent job with the right paint scraper. No fumes, no chemicals, and very little muscle power needed.


As for paint, check out enamels or two pack paint. Two pack paints have a hardener in them - more or less the same as the paint used on motor cars.
With a good, heavy duty wire brush.
