What type of paint should it use for any outdoor mural?

The wall i am painting on has high exposure to the elements and also leaks some water durring the winter. Is there a paint that will let the water pass through? The wall is cement.What type of paint should it use for any outdoor mural?

My first selection of paint would be oil based house paint. That paint is designed to withstand the elements. If there is a lot of exposure, it might last 5 years.
