I've used liquid strippers...but a heat gun worked the best. Be sure to test it because until you are used to using a heat gun you can scorch the wood. you do not need to strip it, all you need to do is KILLZ it. it is like a primer used instead of striping. that is what it is called and how you spell it, ';KILLZ';. for painting you just need to get a outdoor all weather paint and to make it look good you will need to apply more then 1 coat. good luck.
I just use a large putty knife to remove the loose stuff and then primer and paint
