The best thing I've found is that product you see on ';as seen on tv.'; It's called Ready Strip. It's been the answer to all my problems.What is the easiest way to remove one coat exterior paint on my outdoor railings?
If you're repainting, it's not necessary. Sand the old peeling paint off and feather the area. Repaint.
as said above power sander or heat gun and scraper works really well especially in the corners etc..
Rent a powered sander if you don't have one... it's fast and cheap
