I would apply a white undercoat and then use acrylic paint on top of it. Acrylic is waterproof and will resist fading and as mentioned already, is available in a multitude of colours from art shops or even stationery shops. any emulsion-this will wash off after a while,or gloss-make sure this is totally dry before planting up
i've always heard that painting flower pots will kill the plants you put in them, maybe because they no longer have any air circulation, you might try one first before you do all of them
