If its just a one off event then cheap acrylics from somewhere like The Works will be fine.


Powder poster paint mixed with 50/50 pva and water would also work if you're on a tight budget, allow at least 24 hours to dry.
you could use any paint in theory, if it is solvent based, then you need to protect the banner, if it is waterbased, then you need to protect the paint afterwards.





try acyrlics, they dry fast, and with a acrylic fabric medium, will make the paint be flexible so should not peel off whith the banner moving. they may not survive too many frosts however.





try not to put the paint on unevenly, and if you do, then apply heavy in solid colour - as the brush strokes show up when painting on gloss surfaces, and they look really naff.





Acrylic spray is better for lettering, as you can mask the letters, and produce a nice 'snow effect with the spray can, Plasticoe is sold in DIY shops.





also a translucent spray will allow you to put a subtle tone over the whole banner, without loosing the shin effect. keep it simple for best effect - less is more.
Any acrylic paint will work as it is plastic based. If you need cheap paint try getting unused left-over latex house paint from friends. It is the same thing and will work great.
