I was thinking about painting over it but I'm worried the chemicals will just seep through. I heard there are house plants that absorb chemicals but is that enough? I have a one year lease on this place and am wondering if its worth the hassel and cost...what should I do?The interior of my walls are painted with outdoor paint, how can I avoid breathing chemicals?
You don't have to be worried about breathing in chemicals. Exterior paints have insecticide and mildewcide in them to prevent insects from eating the paint and mildew and mold from growing on the surface.
When the paint is dried and cured there are no chemicals seeping into the air. If you are worried about it you can always paint over it.
If you have respiratory problems I would suggest using a no VOC paint (volatile organic compound).
