Unless you like me and a little lazy the right thing to do would be scrap the loose off and prime with a tinted outdoor primer before re coating . The primer will seal it and keep any moisture from getting under the edge of the old paint and having it flake off.
Have the primer tinted with a color close to what your planning on repainting with so it will cover faster !!
It's not necessary to sand all the paint off. Scrape the loose paint off and sand to smooth out the transition areas between the scraped, unpainted areas and the areas that still have paint on. Wipe the entire area down well to remove chips, dirt, sanding dust.
Then prime with an exterior grade primer and allow that to dry fully before adding at least two coats of top coat.
I would sand it all and do it right.
